In the Marine Corps emblem the eagle once held two banners in it's beak. There is one now. Why was it changed?
I believe you have mistaken the Marine Corps emblem for another, possibly the Presidential seal, which has had some changes.
The original USMC emblem did not have have a banner in its beak, it only consisted of the eagle, globe and foul anchor.
